NEW ROCHELLE, N.Y., Dec. 28 /PRNewswire/ -- Somnia, Inc., a national provider of outpatient surgical services, today announced the appointment of Robert J. Moran of Sanibel, Florida as its interim Director of Criminal Justice Programs. Moran will be responsible for spearheading Somnia's cost-containment initiatives as the company works with state and local correctional authorities who seek to address custodial considerations and cost containment by keeping minor surgery on-site through the use of pre-existing facilities or with deployable mobile operating rooms.
According to 2004 study, state corrections budgets grew an average of eight percent annually, outpacing overall state budgets by 3.7 percent. During that same three-year period, corrections health care costs grew by ten percent annually and comprised ten percent of all corrections expenditures. Alarmingly, recent spikes in corrections health care costs are a leading factor driving growth in corrections. "With nearly half of all surgery taking place in remote environments, such as doctors' office and ambulatory surgery centers, keeping minor surgery on-site makes particular sense in the correctional space where custodial considerations and cost effectiveness are paramount concerns," said Marc E. Most recently, Moran served for eight years as Vice Chairman and Chief of Operations for the Connecticut Board of Parole. He has over 33 years of experience in criminal justice, including 25 years with the Waterbury, Connecticut Police Department, retiring with the rank of captain. Having authored several articles and delivered national lectures on subjects concerning both of his careers, he is considered to be a national authority on the intricacies of policing and corrections. He is a graduate of the University of Connecticut and the FBI's National Academy.
